The word "utaite" is a Japanese word that means someone who sings, so it's not a specialized term for Nico Nico Douga. However on Nico Nico Douga, in the Japanese Utattemita fandom, you're considered an "utaite" when you've acchieved a decent level of views and popularity. I have Japanese friends who say they cannot call themselves utaite yet, even though they have uploaded covers.
Some people use the term more broadly have it apply to anyone who does utattemita, such as some people in the Youtube Utattemita group, who call themselves yt utaite.
