"Kocchi Minna" can mean two things: 1) it's a literal translation for "come here, everyone". In which case I cannot really explain why it's in a video, unless I know the vid ^^;. 2) it's a shortened form of "Kocchi miru na!" or "Don't look here D:". Probably for some scary or funny videos where someone is staring hard at the viewer/something.
