If it's from the same shop, I think they can go by batch, although if it's preorder I'm not sure /pre-ordered from different shops. They are very easy to talk to, tbh, but yeah @ the fees.

If you want, you can talk to both first and ask how much they will charge you for preorder + commission, excluding shipping. Then you can add in the shipping charges yourself.
